Before founding the Mekong Notary Public, Noeun, as one of the first batch of Notary Public Students at the Royal School of Notary Public of the Royal Academy for Judicial Professions, conducted the internship for notary public training in France (Office Notarial de FRANÇOIS BARTHELET SANDRA TAMBORINI ET REMY LANDREAU and DELAIR MARCOU ET REGENT), and other related public institutions in Cambodia, and worked for various legal areas as an attorney-at-law and consultant at National and International Law Firm from 2005 to 2015. He currently works as an attorney-at-law for Cambodia Justice Law Group.
He holds a Master in Law at the Royal University of Law and Economic, Cambodia. He speaks French and English as Foreign Languages.
